Free Alternative to ooTunes?

Does anyone know of a free solution to radio streaming? A friend purchased ooTunes but he had to pay for it. The only thing I want to listen to is scanamerica.us which allows you to listen to scanner frequencies.(Police, fire and EMS)

I have a hacked phone and have not been able to find a streaming audio solution.

Any suggestions would be appreciated.
