The best places to look first are VersionTracker and MacUpdate. Not all of it is free, but much of it is.
Check out our Software Recommendations thread, which lists threads that name good aplications, many of them free.

I like the other sites mentioned but for me FREEMACWARE.COM is the best because they only post one new freeware per day and they really take the time to review and post what they believe to be the best.
