Freezing cursor

Hey,

Did a quick search as I figured someone would have posted about this but...

My cursor tends to freeze for a few seconds, fairly frequently - in a variety of applications -- at work I use a seriously outdated PC, and don't have this issue.

Is this common/normal?
Anything I can do to fix it?
