When I open a new tab in safari on my new iPhone 11 Pro it’s just a black screen. I have frequently visited sites on in safari settings but they aren’t showing. I do remember having a similar issue on iPhones in the past but I’m pretty sure I started again after so I don’t think it’s this backup. Maybe the frequently visited sites take a few days to show? Hopefully someone knows thanks.
 
Having the same issue on my iPhone. My iPad is showing it though. My iPad is also better at showing Siri recommendations there as well. Only thing I’ve tried is rebooting and toggled safari in iCloud, haven’t helped. Just waiting now to see if it ever decides to show
 
I also tried that today actually. Next thing I’ll do is sign out of iCloud then back in.
 
There is an issue with Safari syncing currently. It can affect certain devices and not others, my iPad Pro and my iPhone 7 do not sync Safari history, or I should say History does not sync to them from my other devices, a MacBook Pro and an iPhone 11 Pro Max. Those two sync properly between each other. This will affect your Frequent sites as well as Siri suggestions. It does take a couple days after signing out of iCloud for Frequent sites to reappear, especially if any other devices on that iCloud account are not syncing Safari history to that device. You will only get local sites eventually appearing as Frequent sites. Some people become aware of the issue when they notice that Safari tabs do not sync properly. This started for me on that ipad and iPhone 7 when 13.0 was first released and has not been resolved as yet on the 13.3 beta.

It’s been 7 days since I signed out and signed back into iCloud and I still have no frequently visited sites. Just a black screen when I open a new tab.
