I want to load a fresh install of Mountain Lion on a new HD on a Mac PRO I'm going to sell. Since it didn't come with a CD - how do I do this?
 
Can that be done with a brand new/empty HD installed in the Mac PRO?
 
It depends on how old is your Mac.

OS X Internet Recovery

New Mac models introduced after public availability of OS X Lion include the ability to start up directly from an Internet-based version of the OS X Recovery system. OS X automatically uses this feature when the Recovery System on the hard disk isn't available (such as when your hard disk encounters an issue, or when your hard disk has been replaced or erased).


Also :

Some computers that did not ship with OS X Lion or later installed may have a software update available that adds the ability to use Internet Recovery.
(nothing for Mac Pro, I think).

Did your Mac come with ML installed, or did you buy ML from the App Store ?
 
You don't have to buy anything and you don't need Internet Recovery. If your computer came with ML, there is a recovery partition on your boot drive that can reinstall ML.

At power on, hold down Command-R and wait for the prompt. Select "Recovery HD". This will boot up the recovery partition. From there you can wipe and reinstall your system as it was delivered.

I think as long as you have a legit copy of this registered to you on the app store you should not have a problem using this to do a clean install

I did it for my MBP that I sold in early September in anticipation for the new retina MBP

I think a purchase allows you to install mountain lion on 5 computers?

If the Mac came new with ML installed, you can not download it from the App Store : it is not in your "Purchases" tab.
The copy you have belongs to the computer, not to you.
You can't install it on other computers.

You can get a fresh copy of ML only via Recovery (Cmd + r, or Cmd + Opt + r for Internet recovery).
In both cases the installer (~4,7 Go)will be downloaded from Internet.
The Recovery partition (650 Mo) is a tool, not the installer itself.
If there is no Recovery partition on the computer, Cmd + r will start Internet Recovery automatically.
