This might be a stupid question, but is there any way to download iOS 9 public beta and restore my phone to it on iTunes, or is it only available in the software update on the phone?

You can download the .ipsw file to your computer and from itunes, hold down Command and click on Restore then select the .ipsw file you downloaded.. that will let you update to ios 9.. hope that helps

Unless you're a registered developer, you cannot fresh install the beta. You can only install the Public Beta via OTA software update.

I've installed PB via OTA. Maybe it's possible to install it via OTA and then bring your iPhone to DFU mode and restore via iTunes. Maybe that will load the ipsw to your computer?

I believe it'll download 8.4. I don't think iTunes will fetch betas unless you have the file.
