Ok, i dont have all the details but this is what i know.

Friend has a 1yr old iphone, is trying to save money and wants to drop data and go back to normal phone. AT&T says he needs to buy a new phone at full retail.

My suggestion was to buy a used phone from ebay, then call AT&T and tell them he dropped his iPhone in the tub/toilet/pool whatever and can't afford to replace it so he is going back to his old phone and wants the data plan dropped.

Will that work?

ETA - can the iPhone then be sold on ebay or would he need to keep it until his 2 years are up and then sell it?
 
Just get the new phone, put the new sim in, then call AT&T and tell them to change the plan. That simple.

The phone can be sold on ebay no problem, just make sure the SIM is out.
