I have just set up the FTP service on my 10.5 Server. I can connect to it from inside the network by using the fully qualified domain name, but I don't know how to get to it from outside the network. How do I know what IP I would use? We have static IP at the location?

Are you asking if you have a static IP or making that statement?

You have to port forward TCP 21 and TCP 20 to get this to work on your router.

depending on whether you are using active or passive ftp you might need to open up more ports as well. Look at webdav as an alternative. I moved to this after having trouble getting ftp to work reliably without opening up lots of ports.
