One of the things stopping me moving my work macbook over to an ipad pro is the lack of the easy ability to code and lack of FTP.

However with files in iOS11 will it be possible to connect to an FTP to manipulate website files on a remote server for example?

I would think it is possible as in its most basic concept, connecting dropbox to files as a 3rd party is the same thing.

You can use an app like Transmit to FTP, even without iOS 11. https://panic.com/transmit-ios/
