Gizmodo is reporting that Apple is forcing developers to pull Emoji apps or remove functionality immediately. There are a few Emoji apps (like the free Spell Number v. 1.03) still up. If you want Emoji functionality get an app now. It won't be up for much longer.

What's stopping Apple from pulling the apps device-side?

Like when the official lightsaber app came out, the original one was deleted from devices that had it.

Apparently Apple did pull the dedicated emoji apps from iTunes. They let apps that had other functionality remain but have to be updated ASAP to remove emoji. I doubt they go so far again to delete from people's phones though.
