Just bought a G4 from an individual, only disks it came with was OS 9 & OS X. Should there have been Restore CD's?? Or do the OS CD's restore the system to new again??

Yes, if they advertised all original discs, then you should have gotten 4 restore discs.

No, they are not vital. You're computer will work with just the system software CD. If you wanted to format the drive and do a full clean install, you'd probably want those discs, but they aren't necessary. They just had some extra software.

They're the only way to get 9 on the machine. You can't boot from the 9 CD. They are vital for that reason.
 
they are only vital for os 9 installation if the machine bought is new, like the more recent MDD macs. From what you describe, it should have other disks, but they are not so necessary as the ones that they did include.
 
Bieng a PC builder, all I ever needed was a Windows CD to get a computer running. I did not think to ask for System Restore CD's, nor were any offered. I figured the OS 9 and OS X CD's would be fine. I will ask the seller if perhaps he forgot to give them to me. I can't imagine what he would need them for?? If he does not have them, can I get the from Apple or somewhere else??
