So I need to get a windows computer for some work since the program won't work on Mac :( So I ordered a Samsung Galaxy Book since I like the idea of the device being connected to the internet anywhere I am. Any way since it is considered a "Galaxy" will I be able to connect my iPad or iPhone to it if I want to transfer anything.

Since it's running Windows 10, it should function like any other Windows 10 PC in terms of iPhone connectivity.
Just connect to USB to transfer photos or install Apple's Windows iCloud software for iCloud functionality (iDrive, photos, calendar, contacts, etc).

If not done already also have MS apps on your iPhone as the limited amount of notifications Apple allows other apps to send to laptops etc will include appointments and a few others

It's not a W10 issue it's an Apple limitation unfortunatly
