GarageBand - differences between versions?

Hi all. One of the core aspects of using MacOS for me is the software included in the OS.
As I am running different versions of MacOS between devices with the newest being 13.6 the provided GarageBand versions seem to differ.

GarageBand on Monterey seems to miss several instruments from the version in Ventura.
Can I somehow copy these across or am I running into problems (maybe licensing issues)?

Also I downloaded plugins in AU format and copied them to my personal folder /Users/$me/Library/Application Support/...
Unfortunately they seem to be ignored.
