I have Garageband v2.0.2. Can anyone help me on setting the length of recording time? It seems that it tops off a certain time limit.I must be missing something. Or is it time to upgrade to Logic Express??

Garageband 2 has a 999 measure recording limit. You could update to Logic, but if you just want to increase the amount of allowable recording time, Garageband 3 from iLife 06 might be your answer, as I understand it can record greater than 999 measures thanks to it's Podcasting upgrade.
