I am just curious as to what the provider has to lose on an unsubsidized phone. I can understand for example on a Razr where the provider is just looking for the service, but what could AT&T possibly lose if they give someone service for the iPhone and the person doesn't pay? They already got the $40 activation fee.

Unlike a gas or electric company, Apple/ATT could have sold that phone to someone who can pay. And they'd rather have 100% of their phones have their bills paid ontime and an in full, generating revenue, than some deadbeat who doesnt pay his bill and sells the phone to someone else a few months down the line.
