Genie effect lag stutter

Macbook Pro 2016, 16GB RAM:

I did clean install and I notice when you minimize an app, the genie effect seems stuttering. Not major stutter, minor but you can definitely see it.

I found this only in Safari. The task is not heavy, it's only (4 Windows with 1-4 for each window).
The system has no heavy background running. This never happened with Mojave before. Anyone has similar issues?

Hate inconsistent genie effect

people say Safari 14.x on Catalina does the same but I have 13. something on Catalina partition still.

I think it did it even with safari closed though but not sure

Not seeing it here on a 2020 iMac.

seems to be reports of micro stutters all over the place, like running mouse along dock, opening and closing some apps.
