How do you get a backup from icloud to put on your iPhone without restoring iPhone, please

What exactly are you trying to do? Putting a backup onto your phone is by definition restoring the phone.

I reset the iPhone by iTunes but not the backup I set it to factory settings now I want to add the backup see if the problems the back up

In order to restore your iCloud backup, you must restore the phone, either via iTunes or Settings -> General -> Reset -> Erase all settings and content. Then upon rebooting, you will have the option for iCloud backup restore.

I think that what you should do now is reinstall all of your apps from scratch and set up iCloud to sync your app data.
