I have a bunch of images that if I click "Get Info" on each file, some would show a generic JPEG icon next to the file name, others would should an actual preview of the image. Why does this happen and how can I make them all show a preview of the image.

Wonder if the finder plist file needs removed to refresh it. Maybe it has got itself in a tiz.

Google "finder plist remove". It is fairly straight forward to try it but does involve using the command line so tread carefully if you are not an experienced user.

but why does it happen to some files and not others in the first place?!

No idea... just a "wonky" in MacOS... concurrent file access issue, failed updates to the plist file (plists are preferences by the way)...

did it fix it?

I didn't do it, I am afraid it will break the OS. Is it safe to do? I know you have to delete the com.apple.finder.plist and then restart no need to use terminal
