Apparently, low power mode is on iPad's, it's just not in settings or the low battery popup.
To get it, install CCSettings and add the low powermode toggle to control center.
To prove that it actually works I have some screenshots.
In the first screenshot you can see that the description says it will autolock in 30 seconds, but in the other section, it says it's actually 2 minutes, this is because there is no option for 30 seconds on the iPad. (It does lock after 30 seconds)
In the second one, you can see it shows the description for low powermode in the battery section.
And in the third one, the battery icon is yellow. For some reason it's only yelllow in some apps.
(Tested on iPad 2 9.3.5)
