How can I get permission to run a program that Big Sur won't let me run?

When I go to get info I set it to allow Read and Write Access and also tried Read only neither one works, I tried disabling Gatekeeper and I turned of System Integrity and it still won't let me open the program, then I enable the root user but when I log out and login to it, it logs me in as a new user and none of my user files are accessible.

How can I override my lack of privileges in Big Sur?
 
You are trying to open a program from Terminal?
You might have to give Full Disk Access to Terminal.

For other situations, you can try, if you are not already, make you the owner of the program

Thanks for the info, I tried most of that except giving the terminal full disk access as that could be the problem.

But I did find a solution though I just had to open the Terminal then type in

chmod +x then drag the app into the Terminal window and press enter then after that I could run the App that I didn't have privileges for.

In the terminal it should look like this

chmod +x /Users/Downloads/GateKeeper_Helper.command

And after that it won't complain about you not having the privileges to run it anymore.
