Get rid of upgrade icloud storage in settings

My iPhone storage is close to full. So I get the red dot notification in settings asking me to upgrade icloud storage. I say "not now" or x out of that, the red dot disappears, and returns within about 15 seconds. Any way to eliminate this more permanently?

Sounds like it's decision time to either offload some app data, apps or photos or whatever else is using so much storage and/or upgrade your iCloud storage. I don't believe that's a notification that can be disabled.
