Is this a big deal? what would I do if I had to reinstall the OS? or should one only look at mac pros with all the installation discs with it as well?

If it's a previous generation model, you can buy a Snow Leopard disk for $30, or if not, the restore disks can be ordered from apple.

If I had to do a restore of say snowleopard on a mac pro that came without the original discs, but I have the snowleopard discs that came with my macbook pro, would I be able to use the ones that came with my macbook pro? or are the individual discs locked in with a serial number to be used only one time on only one computer?

The disks that come with a model are locked down to only work with that model. They don't contain the drivers etc. for the other machines.
