If 8.1.3 is released before it arrives, would I still be able to JB it? The only time I wouldn't is if I updated it to the latest firmware, right?

Yes. As long as the phone is <= 8.1.2 then you can JB.

You'll probably find any new iPhone 6 will have one of the earlier releases of iOS 8 on it.

Chances are the phone will have 8.1 or 8.1.1 installed. Rarely do the phones have the latest and greatest iOS revision installed from the get-go. 8.1.2 had been out for a good while when I went to get my iPhone replaced, but the replacement was on 8.1.

Back when I had my 5, 7.1 was out and my replacement phone was on iOS 6!

If 8.1.3 is released you will still be able to JB 8.1.2 as long as apple is still signing it. The window will be fairly short though.
