Getting spotlight/safari suggestions outside of the US

Is it possible to get spotlight/safari suggestions outside of the US somehow?

Does anybody know what this is based on? My system language is set to english, but that doesn't seem to help. Does it actually check your IP? Or is it a setting/toggle somewhere?
