Any programs out there (I know there are, seen them before, can't remember any names) that will lett me config my Windows to look the most like OS X?

Have a look at http://www.wincustomize.com/ - there's all the info you need to make XP look like whatever - including OSX. (I tried the OS X look for a while, but didn't like it though - prefer the real thing).

But I am running with a different skin on XP though, which looks a lot better than XP, and in some ways even better than Vista as well (at least I think so).

Well, my suggestion may be a bit of stretch but you should try
Ubuntu or Kubuntu.

My main point comes from the fact that changing themes on Windows
could lead to lack of stability. Secondly, if you decide to choose Kubuntu,
you will have places like http://www.kde-look.org where there
are OSX themes available.

I would vote for Vista, but you may need to expend some $
getting a nice video card.

I like Ubuntu, or what I've tried of it, but it's my PC at work so I'm sort of stuck with windows xp pro.

I'm thinking that, in time, a Mac w/Parallels would be nice, as I use two screens so I could have one for the single windows-program I use and one for all the cool mac-stuff. But until then, it would be nice to change the XP-look so I don't have to look at that mess all the time..
