This happens to me all them time and I hate it. The newer versions of Cydia always run in the background and lock the dpkg install process. Force quit Cydia from the app switcher, first.

Thank you for this! I just experienced this error the other day and couldn't figure it out. I eventually got the deb to install when I tried later. Cydia must have no longer been backgrounding.
