Universal Gifting app to a user

Can you gift an app to a person who hasn’t set up the App Store payment info yet? Will they be able to download the gifted up without having to input the info in?

What I would do is give them an App Store gift card.

The recipient of your gift must have an Apple Account in your country or region. If they don't have payment set up, I'd "Guess" it would work fine but have never tried it.
