I upgraded my iphone X to iOS 12 last night. I didn't do a separate backup before doing the upgrade. But my iCloud back up is available.

Can i restore it back to 11 using iTunes and restore from the iCloud backup? Will this work?
 
It will work as long as your phone did not back up after updating to iOS 12. If that is the case, you cannot use an iOS 12 backup to restore on a device with iOS 11.
 
You can always go back. The problem is, as was alluded to above, your backups all have the same name where they are stored (on your PC/Mac or in iCloud). Unless you made a backup and archived it (i.e., gave it a different name) prior to moving to the beta, the first time your phone backed itself up on iOS 12, it would overwrite your most recent iOS 11 backup (due to file having the same name). Frankly, this is becoming less and less of a problem with the amount of data that is either backed up or replicated in the cloud. But you may have stuff you don't want to lose. So, if you are thinking of going back, I'd archive that iOS 11 backup before the phone can do an iOS 12 backup.

As for the method the video shows, you may not lose data, but if your backup has already become an iOS 12 backup, you won't be able to restore from it (until you are back on iOS 12). So you might lose any activity or health data that you accumulated while on iOS 12.

Ended up going back to 11 by doing a restore on iTunes - then did a restore from my backup to get back data.
I didn't even have the iOS for a day - mainly because some of my texts arrived after an hour!! not sure it was just an issue with beta or just a one off thing. with my work, I can't afford to have emails or texts to be missed or late. Plus I noticed the carrier data screen keeps refreshing constantly when i want to check my data usage.
None of these are major issues - but considering this is my only phone, I decided to go back to 11

I was in the same predicament. I experimented with iOS 12 Beta 4 (provided feedback when necessary) and then elected to go back to 11.4.1. I had deleted my archived 11.4 backups from my iTunes to free up some space on my MacBook Pro. I was prepared to restore the phone as new and then add each app manually.
As I progressed to setting up the phone as new, one of the options that I was presented with was to restore the phone from the iCloud backup. NOTE - I was restoring the phone as new so was NOT connected iTunes. I knew that I would not be able to restore from the iOS 12 backup but chose the option to restore from iCloud backup anyway.
Well, there was a list of backups to choose from. The first one was the iOS 12 backup on the iCloud and it stated that iOS 12 was required to restore from it. However, there were was also listed my last 11.4.1 back up right below it. I restored from that backup.
Does iCloud maintain old backups for a few weeks before final deletion? I know you can do that for photos whereby you can delete the whole library on iCloud but it keeps the files there for 30 days. Do iCloud iOS backups follow the same rule?

No. iCloud backup overwrites itself immediately.
