Going from 2g to 3gs pricing

i went from 2g iphone
to the 3gs on june 19
i got the 32gb black
and i was charged the tax of the $699 price
did this happen to everyone?

Yes, this is correct. Most states charge the full tax amount on the retail price of cell phones and not the subsidy.

California and New York required tax on the full price of the device to be paid, even if it is a "free" refurbished phone being sent out. When I tell this to people that live in one of these two states they always get annoyed because the replacements are supposed to be for free.
