how can I get my Rogers' iPhone working on the Bell network? Can I ask that question here?
 
Rogers does not appear to offer an unlocking service. One option is to sell your phone and buy a new one for Bell, and the other option is to use an unofficial unlock. Check out the iPhone Hacks forum if you're interested.
