My Brother has a Canon Powershot SD400 "digital elph"
i would HIGHLY reccomend it, he takes some VERY good pictures with it, and it has decent resolution (i think). very small which is good cause you can keep it with you all the time, for around school/college.
he's never had any problems with it.
However it uses a rechargeable battery (not sure if you prefer that or one-use duracel or whatever)
i'm not sure that it's under $200 but deffinately worth it.

I second the Canon Digital ELPH/PowerShot recommendation. Canon's "point-n-shoot" compact digitals produce great image quality with a minimal of fussing. You should be able to find one of the lower end models for a good price. The SD300 or SD30 (which is REALLY SMALL) can be had for around $200-300 I think.

I have that same camera and it ROCKS. I also have the newer 550 that I think is 7megapixel but that is out of his price range. The Canons are fantastic.

The Canon's are ok. I have one, but look into other companies as well. Check Fuji, Casio, and Olympus. Casio makes some great cameras, not just calculators.
In that price range, check the Canon A530 and A610 (5MP, $170 and $200). There is also the Canon A540 (6MP, $230). Want a great camera $40 over your budget? Go for the Canon A620 (7.1MP, $240), amazing camera!!!. Check out this review: http://www.dpreview.com/reviews/canona620/ . You can order them from www.bhphotovideo.com , the best prices you'll find. Remember you'll have to get a set of rechargeable AA batteries + charger for these models (around $20, charger and 4 AAs). You can't go wrong with these.

Go with Fuji or Canon for good low-light performance. I'm not sure if Casio actually has anything in the $200 and under market right now (I may be wrong though), but their low-light performance is mediocre. I have one, and it's good at ISO 50, decent and ISO 100, somewhat appalling at ISO 200 and practically unusable at ISO 400. However their cameras have good MPEG-4 video quality and take great pictures if you're not using them in dark situations!
