‘Good Morning’ widget not displaying weather

From my understanding this ‘Good Morning’ widget caused by Bedtime/DND shows the weather as long as the Weather app’s location services is set to ‘always’.

I’ve done that now, but my location icon is constantly on and I don’t know why, the arrow is hollow, and it’s being caused by Weather, how does one fix this issue?

Mine doesn’t work anymore(the weather widget for DND that is). Hasn’t since beta 4 I believe

It is hit or miss, and if you check a notification in the middle of the night it seems to remove the feature all together.
