Good simple image organizer/editor for Win XP?

This is for a 70 year-old who is quite happy with his comact digital but needs a very simple program for Windows XP to organize, enhance and print his photos. His PC is rather low power too, and while free would be great, a modest investment would be okay too. Really want everything to be simple for him above all else.

My dad (who is also 70's ish) uses it. He doesn't understand exactly what he's doing, but he gets by.

Wholly agree on Picasa. I set my mom in-law up with it (she just turned 80) and so far everything is going okay. Nice thing about it is, it is free, which means I can run a copy on my home machine even if I don't really need it. That way, if she calls me, I can talk her through the exact same steps on my machine as on hers.

I also set her up with remote control of her machine so I can connect and get her through any particularly tough situations.
