Google Photos not backing up automatically

I have an iPhone 6 with Google Photos set to backup under cellular or/and wifi but it doesn't backup my pictures unless i have the app opened and active.. Does anyone know how to fix this? I also have a galaxy s4 and that phone does backup automatically...

I have the same problem with my 6S+, unfortunately found no fix.

It's because background app refresh is broken.
