Google Play Gift card/create a account issue, needs some help!

I have a Google Play gift card with 25 pounds on it and after i reedom the code on my Galaxy Tab Pro 8.4 and pressed confirm to update my Play balance and after asked me to create a account and i keep filling up the forms but it keeps coming back to create a account and i don't understand it is asking me to create a account because i already have account and i am already signed into Google Play Store when i tried to reedom my Google Play Gift Card(25£).

I don't know how to go about this. Can anyone help me please?

Couple minutes ago i have tried it on my Windows 8 tablet and after i filled the forms in create a account box, it keeps going back to create a account box. :/

And it says something like this is for your Google wallet account(or create a Google wallet account)!

Yeah, not sure as in Ireland google wallet isn't available
