Got this weird network logon request today, and really can't understand it.

Did you have internet access in other apps (speed test, another browser)? If so then looks like it was malware on that website.
Looks like a phish or as you said, intranet login. The blue box is not representative of the Apple UI style... It's close but it is not the same.
