Have an iPhone 11, with the latest iOS, just downloaded the update. For some reason the 'Government' section is missing from my notifications, so I cannot control things like Amber alerts. Anyone have an idea why it might be missing?
 
Sigh, sadly it is missing on my phone. I 'suspect' it has something to do with my trip to the UK in February, as I had a UK SIM in my phone (dual sim) then and that seems to have changed a number of things that I am still discovering (took me a while to get iMessage working again, for example). I expect it vanished then, as it is likely not supported over there, and I have yet to discover how to reset things that changed... Oh, well, will keep plugging away at it.
 
For what it's worth, I was in the UK in February as well and I used an EE SIM as my secondary line. My primary line is my T-Mobile eSIM. The EE SIM is still in my iPhone 11 Pro, although I turned it off in the states, but I can see 'Government Alerts.'
