It appears that my iPhone somehow reports location as the last location the phone was used (at least when not in view of the satellites). For instance, I used the phone in an area while riding my bike, rode into a parking garage and activated Waze. The location given was where I last used the phone on my bike.

Also, when using Find my iPhone, the app on my iPad reported the phone location as the last place I used my phone (a Restaurant). The phone was actually in the same parking garage without GPS access. It does have cellular access.
 
Is find my iPhone switched on in location services?
Hmmm..will check when I get home. If it is off, an update must have turned it off without action from me. Come to think of it, that happened to one of my macs.
 
Find my iPhone is on, and set to ‘while using’ under location services within privacy.
 
still happening, except the phone was connected to home wifi.
