So I've been having a lot of GPS issues the best few weeks, and I finally did a factory reset, the gps seemed to start working, however when I restored my phone GPS stopped working again, no non-apple apps are currently installed, so what could be causing this?

Any help is appreciated

Don't restore from a backup. If there is a software issue that's affecting GPS that issue will be in the backup. Try restoring as new again and not from a backup.

Depends if a certain apps documents and data is not synced in iCloud.
Contacts, Calendars, Notes, Safari etc data will come back when you sign into iCloud from a restored as new iPhone.
Go to settings >iCloud >storage >manage storage to see what app are synced with iCloud.
