macOS has the weird behaviour to create an EFI boot partition on external drives which are not meant for booting a computer. I wonder if this will be resolved or if Apple will continue this weird behaviour.

Did any tried this on Catalina?

It is part of the specification of GPT used on a drive, all OSs do it as far as I know or have done so when I have partitioned a drive with them .... If you are so worried about losing the 200mb or so then use a MBR partition scheme it will work just as well, you will just not be able to resize a partition on the drive any longer.
