I have the cloud icon on one of the folders I have on my desktop. Why is that and how do I remove it from being on the “cloud” I just want that file on my actual computer
 
I assume, iCloud Desktop & Documents sync is enabled. As far as I know, you cannot "unsync" separate files. Try undoing what this says: https://support.apple.com/en-gb/guide/mac-help/mchle5a61431/mac
  1. On your Mac, choose Apple menu

    > System Preferences, click Apple ID, select iCloud in the sidebar, then click Options next to iCloud Drive.

    If you don’t see Options next to iCloud Drive, make sure iCloud Drive is turned on.
  2. Select Desktop & Documents Folders (uncheck it).
  3. Click Done.

I just don’t want the file to only be on my cloud drive.
I want it to be mainly on my mac. Not sure if cloud just means it’s on both...

I do see a download now option if I right click the folder.
 
Cloud means the file is on your iCloud drive. That means, you will not be able to use that file if you have no Internet connection. So, yes, if you want the file to be available 'offline', Download it to your computer. Still, such files will be both on your drive and iCloud, and in sync.
As I mentioned, you cannot 'unsync' individual files, only the "Desktop & Documents sync" feature altogether as per instructions above. Choose what suits you more.

I think it’s still available on my Mac without internet. The cloud may just mean it’s also I my iCloud Drive.
 
I turned off Wi-Fi and the file was still on my mac where I originally had it. I think cloud just means I can access it from my phone via iCloud Drive.
