Gray screen sometimes black 2011 A1347

I have 2011 Mac Mini I7. I got it missing hard drive I have put a known good hard drive it. It boot apple logo and progress bar then goes to gray screen. It does this also with USB boot I can get to the choice screen then apple logo with progress then gray. I have cleared the nvram I have also did command-v and doesn't seem to hang just goes to the gray screen.
