After update to iPadOS 13.4, a small grey dot appears on my startup screen for a few seconds, and then disappears.
This happens right at wake up. The dot is about 1/8 inch in diameter and has appeared in several places on the screen.

what does this signify?

Do you have or have you had a mouse or trackpad paired to it?
 
Aha! Mouse was still paired after investigating the new mouse/trackpad functionality. I just told the iPad to "forget" the mouse, but the dot still appears.

I’ve found this as well. Even with the mouse forgotten and removed the cursor will still very briefly be visible on the lock screen. A restart fixes it
