Hi,

Never found a solution to this.

When I open the Files app on my iPad, and select iCloud Drive, some Pages, Numbers, etc. files are greyed out and cannot be opened.

When I open the Files app on my iPad, and select On My iPad, the same Pages, Numbers, etc. files are greyed out and cannot be opened.

When I go to the iCloud website on Safari on my iPad, the same Pages, Numbers, etc. files are greyed out and cannot be opened.

However, when I go to iCloud on Safari on my Mac, they are not greyed out and can be opened.

When I delete a file from iCloud on Safari on my Mac, and upload it afresh from my Mac to iCloud, it is still greyed-out and cannot be opened on my iPad under iCloud and under On My iPad in the Files app.

Are your devices up-to-date software wise? I had a similar problem when my iPad Pro was on iPadOS 13.4.1, but the problem was fixed when I updated to iPadOS 13.5.
 
Do you have pages and numbers installed on your iPad? It may be a file association issue.

Edit - I just tried this and the file opened in preview mode on my iphone (where i do not have Numbers installed).
Not sure what the issue could be. You might try turning off icloud drive on your ipad and turning it back on to see if that corrects the issue.

I can't remember the exact details, but a similar greyed-out situation I had was because the file was already open for write access by another application outside of the Files app. I would up closing that file from the original app, which then allowed access from elsewhere (no longer greyed out) such as from Files.

Yup. Pages and Numbers are installed and regularly used on my iPad. My software is bang up to date. Your suggestion of turning iCloud off and on again is genius and I will report back after I have tried this classic solution to solve anything.
 
Some of these greyed out files are no longer on iCloud on Safari and do not exist on my Mac. They are like greyed-out ghosts of deleted files only visible on the iPad....
