gtx 570 vs 7950 compared for PREMIER

the 570 because you can use the Mercury playback Engine in GPU accelerated mode. That´s only possible with Nvidia cards and not ATI.
It helps to speed up rendering of some effects, although not all effects use it.
with the 570 I think you´ll have to modify a .txt file in order to have it activated/supported, but it´s really easy to do!

hmm, seems I was abit quick there, it seems that only works on windows, not mac... for mac the ATI card might be a better choice! read the link I sent and you´ll get all the info you´ll need.

In OS X there is support for AMD graphic cards as well in Adobe Creative Suite 6.
I assume you mean Premiere Pro vs Premiere? If so, with either card, you'll need to edit one of the text files that comes with Premiere Pro so that it recognizes the card as usable with the Mercury Playback Engine in hardware mode. Adobe's CUDA code is much more capable than their OpenCL code at this point in time. Given that, you'll get much better performance out of the GTX570 card than you will the ATI.
