Just a quick question. What should I set the Constant Quality (RF) slider to in HandBrake to produce a film with an average bit rate of 4,000 to 4,500?

Also, while I’m here :D, does anyone know how I can rip only the subtitles (SRT) from a DVD please?

From my experience, total bit rate is a result of the source. Action movies will have higher bit rates (due lots of movement on screen, cuts, various angles, etc.), whereas dramas will have lower ones. Bit rate doesn't impact picture quality. I have many movies that have a better PQ despite having a lower bit rate.
 
I only rip blu-rays these days. But I use a rating of 19 and my files are around 3 to 4GB.

My bit rate will vary from 3 to 5 Mbps
