If I try to use Handoff between my MacBook Pro and either my iPhone or iPad, it works perfectly. If I try to Handoff content between my iPad and iPhone, the app icon appears in the dock on iPad or in the multitasking screen on iPhone; when I tap the icon it takes me into the app but does not present the specific content. For example, If I try to handoff a webpage in Safari, it opens Safari but does not load the page. I have tried toggling on/off Handoff from Settings, toggling on/off Wi-Fi and Bluetooth, and restarting device - nothing seems to resolve the issue. Is anyone else having this problem?
 
Open Safari tabs on my iPhone no longer show up in the tab switcher on my iPad. It still works the other way around — I can access my open iPad tabs in Safari on my phone. It used to work both ways before my phone upgraded to iOS 11.

I haven't tried any particlular troubleshooting steps (just noticed it in the past day or so). I will note that the iPad is still on iOS 10, as it's an older model; not sure if that's relevant.
