Handwritten note taking app that is platform independent

I'm looking for a note taking app for my iPad. Ideally it would also run on Android and in the browser on desktops/laptops. Also, ideally it would offer transcribing of handwritten notes. Does something like that exist?

I think one of the better handwriting apps is Microsoft's OneNote. Unfortunately, the handwriting to text feature is only available on Windows. I believe they are trying to get that feature on all platforms soon.
