Recently I am noticing my iPhone 7 strangely turning on haptic feedback, located in Settings > Sound & haptics > System haptics Now I had it off since the day I owned the phone but recently I felt all these small and light haptic "vibrations" coming back. I go to settings page - it is off, I move down notification shade or move up control center - haptic is there.
Did anyone notice this too?
P.S. I cannot record it on a video. I don't know how to show you the haptic feedback "feeling" on camera even when it is off in settings. You just have to believe me, I got no reason to lie.
 
That's common for the haptic feedback but it turning on itself is strange. Did you do a hard reset? Or try re-installing 10.3.1 over the computer?
