Haptic Feedback Stopped ,Help !!

hi folks the haptic Feedback for my home button and 3D is very flakey on iOS 10.1 it works some days , doesn't work others . It worked a few hours ago for about an hour but just stopped working again. Anyone having issues and have a solution ?

What I have tried with no luck

1. Toggle on/off System Haptics in settings
2. Changing Home Button settings between option 1 to 3
3. Restarted phone with settings per point 1 above on and off
4. Force restart
5. Full phone restore

Anyone else have suggestions ??

He didn't mention if he did a restore from backup or a NEW setup.

If restore from backup he can still try a restore as NEW before he goes to Apple.
